Founder's note

I began OPCA after seeing the difference between receiving a complaint number and having a dependable system own the next step. The goal is not to attack Pakistan, replace its courts, interfere with police, or build a personal pressure platform.

The goal is to design the system I would want an overseas family to find during a serious problem: clear facts, qualified people, lawful routes, documented follow-up, honest limits, and accountability that does not end when a form is forwarded.

During Stage One, I am asking people to challenge the design before anyone is asked to trust it with a real case.

Why the U.S. founding process comes first

The founder is based in the United States. OPCA will first test one U.S. founding process, establish rules, complete defined work, and prove reliability before considering other countries.
