OPCA is publishing its constraints before it claims power. A decision remains visible when revised or superseded so the community can see how the institution changed.
Stage One Is Consultation and Institution Building Only
Stage One is limited to public explanation, institutional design, non-sensitive feedback, professional interest, U.S. listening-session interest, public decisions, corrections, and reviewed external resources.
No Donations, Dues, Sponsorships, or Case Funds During Stage One
OPCA will not accept donations, membership dues, sponsorship, event fees, case funds, legal funds, or any other money during Stage One.
The United States Founding Process Comes First
OPCA will first operate one national U.S. founding process led from Arizona. It will not call this a formal U.S. chapter until the published maturity gate is met.
No Case Intake, Evidence Upload, or Sensitive-Document Collection
Stage One will not accept cases, complaints for action, evidence, identity documents, FIRs, court files, medical records, addresses, photographs, recordings, or confidential case material.
No Public Naming or Campaign Without Future Independent Review
OPCA will not publish a named case or campaign during Stage One. No future naming may occur without consent, evidence standards, safety review, qualified legal review, conflict review, right of reply where safe, independent approval, and a correction process.
English First With Critical Urdu Safety Information
The first release uses English as the controlled source language and provides reviewed Urdu access for the global Stage One limitation, no-case warning, and Urgent Help essentials.
No AI Legal, Emergency, Guilt, or Case-Merit Decisions
Stage One will not include an AI legal assistant, emergency assistant, case classifier, guilt assessment, or case-merit decision tool.
