Founding Charter: Stage One Public Draft

Preamble

The Overseas Pakistani Community Alliance, publicly known as OPCA Pakistan, is a founder-led initiative being designed to help overseas Pakistanis and their families navigate serious problems in Pakistan through a future model of verified facts, qualified ownership, lawful routing, documented follow-up, and carefully governed public accountability.

This charter governs Stage One only. It does not activate casework, legal representation, emergency response, fundraising, membership, public campaigns, or country chapters.

1. Purpose

OPCA Pakistan exists to design and test an independent, nonpartisan, community-accountable institution so that an overseas Pakistani facing a serious problem is not left with only scattered messages, informal influence, unverified intermediaries, or an unowned complaint.

2. Stage One authority

During Stage One, OPCA may publish its design, collect non-sensitive feedback, identify contributors, organize consultations, publish decisions and corrections, and link to reviewed external resources.

3. Stage One prohibitions

The website and every official OPCA channel must not:

  • Accept a case or a complaint for action
  • Accept evidence or documents
  • Request CNIC, NICOP, passport, FIR, court file, medical record, address, or identity image
  • Give legal or medical advice
  • Promise police, court, government, embassy, or political intervention
  • Claim to operate a legal desk or 24/7 emergency service
  • Publish an accusation, name an alleged wrongdoer, or maintain a blacklist
  • Accept donations, dues, fees, membership payments, or case sponsorship
  • Create user accounts, a member directory, a public forum, or a comment feed
  • Add an AI legal or emergency assistant
  • Claim a board, chapter, team, panel, partnership, lawyer network, or government relationship that does not exist
  • Use fake testimonials, impact statistics, case outcomes, partner logos, or supporter counts

4. Independence

OPCA is not a government body, police service, law firm, court, embassy program, political party, or affiliate of OPF or a provincial overseas commission. It may communicate with such institutions in the future only through approved lawful processes.

5. Nonpartisanship

OPCA will not endorse a political candidate or party through its official channels. Participation by a person with political, government, law-enforcement, professional, family, or financial interests must be disclosed and managed.

6. Founder stewardship

During Stage One, Asim Ahmad retains final stewardship over the mission, name, brand, domain, official channels, public scope, charter versions, decisions, volunteer appointments, event approval, country expansion, and release gates.

Founder stewardship does not authorize false claims, suppression of corrections, misuse of private information, public accusation without an approved process, collection of organization money in a personal account, or use of OPCA to approve a campaign involving the founder's own personal dispute.

7. Truth and public claims

OPCA will describe only capabilities that currently exist. Future capabilities will be labeled proposed and not active. Illustrations will be labeled. Statistics, testimonials, partnerships, chapters, professional panels, and outcomes will not be fabricated or implied.

8. Privacy and data minimization

Stage One forms will collect only information needed for design feedback, professional interest, event interest, or general contact. OPCA will not request or knowingly retain active-case evidence or identity documents during Stage One.

9. No money

OPCA will not accept donations, dues, sponsorship, fees, case funds, event charges, or any other money during Stage One.

10. Participation and authority

Submitting interest does not create membership, employment, appointment, title, authority, media representation, chapter status, or access to private information.

11. Public decisions

Major Stage One scope, privacy, governance, technology, and expansion decisions will be published with a rationale, risks, owner, review date, and reconsideration path. Review the Public Decisions Index.

12. Corrections

Substantive factual errors will be corrected publicly. Superseded decisions will remain available and link to their replacements.

13. Future public accountability

No person or institution will be publicly named through a future OPCA campaign unless an approved process addresses evidence, consent, safety, legal risk, conflicts, right of reply, independent approval, and correction.

14. Future activation

No Stage Two service activates merely because volunteers, social followers, or public demand exist. Activation requires the published gates in the Product Constitution and a public founder decision.

15. Amendment

The charter may be amended during Stage One after community input, professional review, operational testing, or correction. Every substantive version will be preserved and dated.
