A website, a WhatsApp number, and a public name do not create safe operational capacity. Stage One is the period in which OPCA publishes the model, tests the rules, identifies serious contributors, and allows the overseas community to challenge the design.

Why the limits are strict
Vulnerable people should not be invited to submit private material to an organization that does not yet have qualified coverage, secure evidence handling, independent review, capacity, and a reliable response process.
