No Case Intake, Evidence Upload, or Sensitive-Document Collection

Question

Should Stage One collect real case details so the future system can learn faster?

Problem

Real matters can include identity documents, allegations, legal deadlines, health information, recordings, family danger, and evidence that OPCA is not yet equipped to protect or review.

Decision

Stage One will not accept cases, complaints for action, evidence, identity documents, FIRs, court files, medical records, addresses, photographs, recordings, or confidential case material.

Rationale

A credible future service must first establish qualified coverage, secure evidence handling, lawful authority, privacy, safeguarding, conflicts, retention, and capacity.

Alternatives considered

Encrypted upload without review; email-only intake; WhatsApp document intake; invite-only case pilot.

Risks

People may send material despite warnings. Forms use data minimization, content guards, scope responses, and a removal process.

Scope impact

All forms are design, contribution, event-interest, or general-contact forms only.

Privacy and safeguarding impact

No file upload and no requested sensitive identifier.
