What is OPCA Pakistan authorized to do during Stage One?

Problem

A public website, WhatsApp account, and formal name can cause visitors to assume that OPCA already accepts and resolves cases.

Decision

Stage One is limited to public explanation, institutional design, non-sensitive feedback, professional interest, U.S. listening-session interest, public decisions, corrections, and reviewed external resources.

Rationale

Collecting real cases before governance, qualified coverage, privacy, security, safeguarding, and measured capacity exist would expose vulnerable people and misrepresent the organization.

Alternatives considered

Opening a limited case pilot immediately; accepting only property cases; accepting emergency messages through WhatsApp.

Risks

The narrow scope may disappoint people seeking immediate help. The benefit is that OPCA does not create false reliance.

Scope impact

No case, complaint, evidence, emergency, legal, or campaign function is active.

Privacy and safeguarding impact

Stage One forms collect only the minimum information required for consultation and contribution.
